Residents need to understand that Ontario borrows many millions of dollars from the State to pay for persons' retirement who previously worked for the city (PERS). Because Ontario borrows this money from the State, it has to pay interest to the State each year. The current mayor and council, with the budget committee, have made it a priority to get this amount borrowed reduced, so eventually the city won't have to take a significant amount of money out of its budget to pay interest to the State. The person elected mayor needs to have fiscal discipline in guiding the other city council members through the many needs and desires for money presented to the city, while still reducing this debt. Residents also need to understand that Mr. Hill spent his own money to prove that rules governing ordinance (how people take care of their property) were not legal, especially when property is being occupied without consent of the property owner. Mr. Hill deserves credit for saving the city money by preventing many more suits than have been already settled as recommended by the firm that insures the city. The law firm that has replaced Mr. Sullivan has been working on developing new rules for ordinance that are legal. Unfortunately, this has taken a lot of time, Fortunately, this law firm and the local ordinance committee are close to getting new legally enforceable rules established for Ontario, so the ordinance program can be restarted.
